问题驱动型科研范式与我国高校科研体制建设

Issue-driven R&D Paradigm and Construction of University R&D System in China

在知识经济时代,学科驱动型科研范式正在向问题驱动型的科研范式转变。新时代和新范式对强化高校的功能协同、学科协同和组织协同提出了新的需求,这一需求成为我国高校科技体制改革的重要动力。为建立和完善协同创新型高校科技体制,在微观层面,需要建立高校内部的"科研院-研究中心-创新团队"三级创新组织;在中观层面,需要围绕创新链,建立高校与其他组织的分布式协同创新网络;在宏观层面,需要进一步加强教育、科技以及经济部门之间的协调性。

In the era of knowledge economy, the paradigm of R＆D has been changed from ＂disci- pline-driven＂ type to ＂issue-driven＂ type. New times and new R＆D paradigm put forward high de- mands about strengthening the coordination of function, the coordination of academic and the coordina- tion of organization, and become the important direction of system reform of R＆D in China universi- ty. To establish and improve the collaborative innovation type of R＆D system in China university, at the micro level, we need to establish a ＂Scientific Research Institutes-Research Center-Innovation Team＂ three levels innovation organizations in universities; at the meso level, focusing on innovation chain, we need to establish a distributed collaborative innovation networks between universities and other organizations; at the macro level, we need to establish a strong coordination agency in education, science and technology and the economic authorities.
