欧盟发展智慧城市的经验及对我国新型城镇化的启示

Experience on Developing Smart City in EU Cities and the Suggestion to Chinese New Type of Urbanization

智慧城市的实质就是全面信息化的城市,信息化渗透到城市建设、管理和生活的各个方面。中国的新型城镇化道路主要是针对中国快速城镇化实践中所出现的重大问题而提出来的,新型城镇化是集约、智能、绿色、低碳的城镇化道路,要实现新型城镇化必须要走智慧发展的道路,建设智慧城市。欧盟这几年很重视智慧城市的发展,在建设智慧城市方面积累了一些有益的经验可以供中国在建设新型城镇化中借鉴。在智慧城市的整体建设中,政府的作用至关重要,政府应进行科学的战略规划和引导,设置专门的管理机构,加强与专业机构的合作,提高公众的参与度,全面推动智慧城市的建设进而推进新型城镇化进程。

The smart city means complex informationized cities, and it involves in every aspects of urban construction, management and life. New urbanization put forward due to major troubles in practice, which is intensive, smart, green and low carbon and smart city has become an essential path for new type urbanization. The European Union （EU） focuses on smart city building and has accumulated experiences for China to learn from. During the construction of smart city, government plays a key role to strategic plan and guide. The government should set up management agency, enhance the cooperation with specialized institution, improve the involvement of the pulic and push forward the smart city construction.
