“丝绸之路经济带”生态保护一体化战略研究

Strategy Study of the Integrated Ecological Protection of the Silk Road Economic Belt

生态保护一体化战略对于"丝绸之路经济带"建设具有重大意义,同时也是其可持续发展的主要内容。本文进行了"丝绸之路经济带"生态保护一体化的理论探索和可行性分析,借鉴了国内外关于生态保护一体化的先进实践经验,提出了"委托中立第三方主持制定跨国生态保护政策"、环境合作公众参与响应、政策适时监测调整的政策制定新模式,确定了国际生态保护一体化的合作领域和合作形式。提倡在碳排放、水资源、土地资源、森林和草原保护、生物多样性保护等领域,通过环境多边协定、共同保护宣言、环境保护公约、生态保护协议等手段来实现跨境生态保护。最后提出从建立生态保护联盟、健全跨国生态补偿机制、培育特色优势生态产业、建立生态保护智库等方面,为"丝绸之路经济带"生态保护一体化战略提供基础保障。

Integrated ecological protection is strategically essential to the Silk Road Economic Belt and there- fore the main concern of its construction. Based on a theoretical analysis and feasibility assessment and refer- ring to the lessons and experiences in the field of integrated ecological protection at home and abroad, this paper emphasizes the following three points： a neutral third party being entrusted with the creation of interna- tional ecological protection policy; public participation in environmental cooperation, and timely monitoring and adjustment of policies, so that a internationalized cooperative model might be identified in areas of inte- grated ecological protection. It is proposed that through multilateral environmental agreements, mutual pro- tection declarations, environmental protection conventions, and ecological protection agreements in terms of carbon emissions, water resources, land resources, forest and grassland protection, and biodiversity conserva- tion, cross-border ecological protection should be achieved. Eventually, this paper suggests that ecological protection alliances be established, the international ecological compensation system be improved, specified ecological industries be cultivated and a ecological protection think-tank be set up so that the foundation and safeguards for integrated ecological protection strategies will be built.
