青海省乡村卫生服务一体化管理下的村卫生室运行机制研究

Research on Operating Mechanism of Village Health Centers under the Integrated Management of Rural Health Service in Qinghai Province

目的探索乡村卫生服务一体化管理下村卫生室的有效运行机制。方法通过项目试点地区选择、各类文献和访谈资料收集、运行模式设计、试点地区干预运行与评价分析开展研究。结果从村卫生室办医形式与管理、村医队伍建设、基本医疗与公共卫生服务能力要求、村卫生室运行补偿制度建设、药品配送与管理、服务监管与考核6方面考察、实施村卫生室运行,并总结出一定的经验。结论村医纳入公益化岗位,建立目标培训与实践指导相结合的培训体系,形成卫生院中心药房制度,建立科学系统的监管和绩效考核制度不失为推动一体化管理下村卫生室有效运行的重要措施。

Objectives This paper aims to explore an efficient operating mechanism for village health centers under the integrated management of rural health service.Methods Research was carried out by selecting project areas for trial,collecting materials of literature and interviews,designing operating mode,intervened operation of and evalua-tion on the trial project areas.Results Experiences was achieved from the operating practices on six aspects inclu-ding village health center running mode and management method,capacity building and management,capacity re-quirement on basic medical and public health service,compensation system development for village health center＇s operation,pharmaceutical delivery and management,service regulation and performance evaluation for the purpose of investigating and implementing the operation of village health center.Conclusions Advisable conclusions were drawn that it will be an important measure to propel the realization of an efficient operation if the public-interest po-sitions are offered to village doctors;the pharmacy should be developed into the central one for the village health center;and a systematic and rational system need to be developed for regulation and performance evaluation for the village health centers.
