摘要
如何通过有效的保障房供给使城乡居民"居者有其屋"是住房市场化改革以来历届政府关心的头等大事之一。近年来多省开始尝试将PPP模式引入到保障房建设中,引发了社会各界对于保障房建设资金问题新一轮的热议。本文通过测算发现,我国保障房建设存在巨大的资金缺口,建设资金需求与供给的失衡制约了住房保障政策效力的充分释放。借鉴国外保障性住房发展模式,拓展多元化、市场化的融资渠道,无疑是解决问题的关键所在。
Housing security is a policy that the government implements to solve the market failure and ensure the people' s basic living requirements. This paper finds out that the supply and demand of the affordable housing construction fund is imbalance, which has restricted the effectiveness of housing safeguard policy in China. Learning from foreign affordable housing development model, expanding diversified and market-oriented financing channels are the key to solve the problem.
