辽宁企业“走出去”战略实施中的问题与对策

Problems and Countermeasures in Implementing Strategy of “Going Globally”of Liaoning Enterprises

辽宁企业"走出去"战略实施中的问题源于部分企业主观上不想或不敢走出去,或客观上受海外投资资金短缺和企业管理水平未达到国际化经营标准制约无法走出去;另外,部分企业境外投资收益低于预期,甚至失败。针对辽宁省企业走不出去或走出去却难以走进去的问题,建议政府主管部门加强总体规划设计,完善政策措施支持体系,并致力于提高企业国际化经营水平。

The problems in Liaoning enterprises in implementing the strategy of ＂going globally＂ stem from the fact that some enterprises do not want to go globally, or they cannot go globally due to fund shortage and relatively low management level. Also, some enterprises get returns below expectations or even fail in their overseas investment. To solve the problems, overall planning should be consolidated by the relevant government branches, supporting policy systems should be perfected, and international operation level of the enterprises should be enhanced.
