摘要
加强保障房建设不但能平抑高房价,降低金融风险,推动城镇化进程,而且可以优化资源配置,扩大内需与就业,维护经济稳定增长,同时也能增加民众福祉,缩小贫富差距,利于社会和谐发展。然而,保障房除时常遭遇被边缘化、妖魔化窘境外,其入住、运营和退出机制也因缺乏公平有效监管而长期饱受诟病。当前,它又面临着建设融资缺口大,建筑质量存在安全隐患等问题。为此,需探究对其标本兼治的良策。
Building affordable housing is a good way to restrain high price and hence lower financial risk. Meanwhile,this can also promote the progress of urbanization and optimize resource distribution. By doing so,the domestic demand may be promoted and hence contribute to stable economy growth. However, this system is often criticized and marginalized considering the inadequate supervision system and management mechanism. Other problems, for example fund inadequacy and architectural quality,still need to be solved.
