摘要
依据《胶澳租借条约》有关规定,德国强租胶州湾之后的近十年时间里,大清海关总税务司赫德代表清政府就青岛设关征税事宜与德国使臣反复晤商,签订或修订了一系列有关青岛租借地设关征税的章程。
According to ＂The Jiao - Ao Concession Treaty＂, for ten years after Germany＇ s confession treaty,the representative of Qing government had negotiated with the German counterpart for many times about building up customs for purpose of taxation.
