环保付费的公众态度问题研究

A Study on the Issue of Public Attitude to Environmental Protection Fee

企业为保证资源与环境的可持续利用而发生的预防成本需要有人承担,以环保付费方式实现资源与环境的可持续利用已成为各国公共管理之共识,社会公众作为重要的资源与环境利益相关者能够接受的环保付费方式关乎相关的公共管理政策出台的时机、节奏与政策出台后的可行性。文章对合肥市社会公众关于资源可持续利用的态度及可能的付费方式进行了调查,结果显示,公众对环境资源可持续利用有着非常积极的态度,但对于环境资源可持续利用的实现方式缺少了解,对于通过环保付费的自我承担方式来实现资源与环境可持续利用的事实接受程度不够,因而,公众期望企业与政府为资源与环境的可持续利用做出更大贡献。针对调查结果,提出了现阶段国情下促进资源环境可持续利用的可行性对策。

It is necessary for stakeholders to bear the prevention cost incurred by enterprises in order to ensure the sustainable utilization of resources and environment. It has become the consensus of public administration in various countries to realize the sustainable utilization of resources and environment by paying for environmental protection. It is related to the timing , pace of public administration policies and their post-feasibilities whether the public,as an important stakeholder of resources and environment, accepts environmental protection fee. This paper investigates the public attitude to the sustainable utiliza？tion of resources and the possible payment methods in Hefei city. The results show that the public has a very positive attitude to the sustainable utilization of resources and environment,but lacks knowledge of its realizing way. The level,accepting the fact that realizes the sustainable utilization of resources and environment through self-commitment payment method , is not high. Therefore,the public expects that enterprises and government could make greater contributions to the sustainable utili？zation of resources and environment. Based on the results,this paper puts forward some feasible countermeasures to promote the sustainable utilization of resources and environment under the present national conditions.
