国外文化遗产“周边环境”保护理论对国内文物保护范围划定的借鉴意义

Reference Significance of the Theory “Foreign Cultural Heritage's Setting” on Domestic Range of Conservation of Cultural Relics

该文通过对纲领性的国际文件中有关文化遗产周边环境保护方面的研究,以及部分发达国家相关法律法规的研究,从而理解文化遗产及其周边环境的内涵,认识保护周边环境的重要性,并对发达国家相关实践案例进行分析,总结国外在文化遗产周边环境保护方面的优势。同时,结合当下国内关于文化遗产周边环境的理论及实践现状,进行批判性的思考,最后,将国外先进保护理论在国内文化遗产周边环境保护的案例中进行尝试,从而为国内文物保护单位在"保护范围和建设控制地带的划定"方面提供重要的理论和实践依据。

By analyzing international programmatic documents of cultural heritage＇s setting and statutes of developed countries, we probe the connotation of cultural heritage＇s setting and excavate the essence of the surroundings, then we summarize the advantages of cultural heritage＇s setting overseas by deliberating correlative cases. Simultaneously, critical ponders over intestine theory and practice of conservation of cultural heritage＇s setting. Ultimately, an attempt of a case is conducted by introducing foreign developed conservation theory of cultural heritages＇ setting into it, consequently furnishing significant reference of intestine theory and practice of ＂the range of heritages setting and development control area＂.
