烟台历史文化名城的多层次保护方法研究

Research on the Multi-level Protection Methods of Yantai Historic and Cultural City

为系统保护各层次的历史文化遗产,历史文化名城保护规划应建立历史文化名城、历史文化街区和文物保护单位三个层次的保护体系。烟台市历史文化名城保护规划针对这三个层次,分别制定了历史城区整体格局风貌、历史文化街区和文物保护单位的保护措施。同时在此基础上进行拓展,增加了市域文化遗产、历史建筑和工业遗产等保护内容,并在各个层次加强物质文化遗产和非物质文化遗产的协同保护,从而建立起完善的历史文化名城保护框架,以期有效指导各层面历史文化遗产的保护和管理。

The conservation plan of the historic and cultural city should establish a protection system of three levels： the historic city, the historic conservation area and the officially protected monument and site. For the three levels, the conservation plan of Yantai historic and cultural city proposes protection measures of the historic urban area＇s pattern and townscape, historic conservation areas and officially protected monuments and sites. In addition, the conservation plan increases the protection of the heritage in the city territory, historic buildings and industrial heritage, enhances the collaborative protection of material and intangible cultural heritage at all levels, and establishes a good protection frame of historic and cultural city, in order to guide effectively the conservation and management of all levels of culture heritage.
