衡阳市2013年度气候影响评价

摘要 2013年衡阳市出现历史罕见的持续高温酷热天气,气温异常偏高。降水略偏少,但时空分布极为不均,形成严重干旱和局部洪涝。干旱始于6月中旬,8月发展到鼎盛,多条河流断流、大部水库干涸,81.5万人饮水困难,0.46万hm2农作物绝收。林业方面,2900万株苗木枯死,5.5万hm2新造林木受到影响,直接经济损失39.5亿元。因高温干旱,农业抗旱及人们生活用电需求激增,电力资源紧缺。 In 2013,Hengyang has appeared continuous high temperature which rarely seen in its history.The temperature is ex-tremely high and the third highest in recent 54a.The rainfall is slightly less than normal year,but the time and spatial distribu-tion is extremely uneven,thus,a serious drought and partial flood are formed.The drought began in the mid-June and devel-oped to its peak in August.Many rivers are dried up,most reservoirs are dried up,81 5,000 people have water-drinking prob-lems and 4,500 hectares of crops have no harvest.In forestry,29 million trees are died,55,000 hectares of new forest are af-fected and the direct economic losses are 3.95 billion Yuan.Because of high temperature and drought,the agricultural drought control and people’s living electricity consumption are highly demanded,the power resources are shortage and during the seri-ous times,the power has to be supplied by turn to help relieve the electricity shortage.
