摘要
林业有害生物防治机构和人员是应对灾害的核心要素和实施主体。本文对林业有害生物防治工作特性、机构队伍现状和需求、人员编制核定的可操作性等进行了深入研究分析,发现林业有害生物防治与人民群众利益紧密相关,具有显著的公益特性;现有人员编制规模较大并具有普遍性和系统性,可通过设定具有稳定性、可量化性的指标核定相关编制。为此,建议将林业有害生物防治机构编制标准纳入国家事业单位机构编制标准体系,并开展相关标准化研究。

In the paper, the authors made a deep analysis on the working characteristics, on the current status and demands of the control in- stitutions and its personnel ranks, and on the manipuility of staffing ratification. We found that, forest pest control had closed correlations with benefits of the people being of notable public welfare, and that the staffing structure had property of systemat- icness with a large number which could be standardized by stable and quantifying indexes. The authors suggested, research on the staffing standard of institutions for forest pest control should be conducted and be brought into the whole system.
