摘要
在北京市交通警力资源越来越紧张的现状下,需要采用科学有效的方法,优化交通警力投量投向.122交通事故报警台作为全国道路交通事故报警特服号码,能够提供交通事故报警、交通拥堵报警、查询路况信息、查询拖车信息、反映路况、投诉交通民警、查询其他交通信息等.本文利用122交通事故报警台海量数据,对2014年1—8月有关事故、拥堵、反映类警情数据进行了深入分析,以2012年与2013年数据分析为辅助,实现通过数据分析摸清规律,提前制定措施,并针对事故、拥堵、反映类警情分别提出交通警力投量投向建议.
Traffic police man power resources have become inadequate due to a continual growth in police service and increase in the number of traffic laws and regulations to be enforced in Beijing. It is urgent to adopt a scientific and effective way to optimize the allocation of police resources. The 122 traffic crash call center is the only national traffic crash reporting service number, which can collects the information of traffic crash reporting data, traffic congestion warnings, traffic information, trailer information, and traffic police complaints. Based on the data from the 122 call center, this paper thoroughly analyzed accidents reporting, congestion and complaints from January to August in 2014, along with the auxiliary data of 2012 and 2013. Through the analysis, this paper identified the patterns in the rules of traffic accident alarm, congestion alarm and complaint alarm. Then this paper proposed strategies for police to optimize the allocation of enforcement resources with respect to traffic accidents, congestion levels and complaints, respectively.
