环境规制、服务业发展与区位分布影响研究

文章基于2001-2010年省级面板数据实证检验环境规制对服务业的影响。研究表明:严格的环境规制对我国服务业发展有显著影响,说明在推进产业结构升级和发展服务业时,应强化环境保护的政策导向。而环境规制在不同地区的影响也存在差异,东部和西部地区环境规制对促进服务业发展影响明显,但对中部地区影响不足。在中国式地方分权的背景下,环境规制能否成为促进地区服务业发展仍取决于地方政府的发展偏向。对中央政府而言,努力探索经济社会条件中容易诱发环境污染和环境破坏的深层次原因,加强顶层设计乃是长效之策。

This paper tested empirically impact of environmental regulation on services based 2001- 2010 provincial panel data. The results show that strict environmental regulations have a significant impact on the development of China＇s service industry, which proved we should strengthen the policy-oriented envi- ronmental protection when promoting industrial upgrading and development of services. The impaction of environmental regulations in different regions is different, and the influences on the environmental regula- tions of the eastern and western region promoting the development of service industry are obvious, but less effect on the central region. In the context of Chinese-style decentralization, environmental regulation can promote the services development or not still depend on the biased development of local government. The central government should strengthen the topqevel design, and improve economic and social conditions causing the environmental pollution and destruction of deep-seated reason is the long-term of the policy.
