摘要
电力设备可靠性数据是电力可靠性研究和电网运行风险评估的重要基础数据。分析比较了国内电力可靠性管理部门、系统运行部门以及北美电力可靠性委员会(NERC)等不同机构的电力设备可靠性数据收集内容和统计指标。分析表明,各机构的数据收集和统计各有侧重:国内电力可靠性管理部门侧重收集和统计设备可用率数据;国内系统运行部门侧重统计设备跳闸和故障形态;NERC的输电可靠性数据系统工作组全面收集输电网设备详细的可靠性数据。为了支撑电网运行风险评估工作,建议借鉴NERC开展系统性的电力设备可靠性数据收集统计工作。
Power equipment availability data are fundamental for power reliability study and power system operational risk assessment. Power equipment availability data collection and statistics by different departments including the domestic power reliability management department, system operation department, and North American Electric Reliability Corporation are analyzed. It is found that different departments have their own emphases on availability data and statistics. Availability data of domestic power reliability management de-partment focus on availability rate, while data of domestic system operation department focus on automatic outage and fault type. Transmission Availability Data System Tast Force ( TADSTF) of NERC gathers comprehensive and detailed transmission equipment a-vailability data. To support power system operational risk assessment, it is proposed to refer to NERC and enforce systematically power equipment availability data collection and statistics.
