With the sharp decrease in the quantity of enrollment in China’s shipping colleges in the past years, uncertainty increases in achieving the goal of developing China into a strong seafarer country. The paper analyzes the causes for the change in enrollment and the countermeasures, in the hope of helping to solve the problem.
