Shanghai is in the process of speeding up construction of innovation and technology center with global influence, thus needs to strengthen the innovation and ecological environment construction, especially the construction of science and technology innovation policy environment： to optimize the transfer of scientific and technological achievements, trading and management system, improving the science and technology into incentives; to strengthen the dominant position of technological innovation, improving the technical innovation market--oriented mechanism; to create a fair competitive market environment to stimulate innovation, enhancing the efficiency of market allocation; to accelerate technological innovation elements of agglomeration, stimulating technological innovation within the life force; to improve technological innovation public services supporting, strengthening scientific and technological innovation facility security; to strengthen the integration and linkage of innovation resources, promoting open innovation abilities; to foster pluralistic and tolerant culture of innovation, creating a good environment for innovation and entrepreneurship; to enhance innovation policy co-ordination.
