春风劲吹,任重道远:现阶段我国公共图书馆事业发展基本态势及存在问题

The Basic Situation and Existing Problems of Chinese Public Library Development at the Present Stage

在总结公众阅读需求、文化发展政策、行业立法进程、文化惠民工程等发展环境的基础上,对我国公共图书馆事业发展整体态势从基本数据、总分馆服务体系、阅读推广服务和服务联盟等四个方面做了梳理。认为中国公共图书馆事业尚存在政策体系不完善、保障体系不健全、整体发展不平衡等问题,并提出一些可供参考的发展思路。

The article reviews the general situation of Chinese public library development from four aspects： basic data, general and branch service system, reading promotion service and service alliance, on the basis of summarizing public reading needs, cultural development policy, library legislation process and cultural projects of benefiting people （“culture benefits the mass” projects）. This article argues that Chinese public library development has the problems of incomplete policy system, unsound security system and im- balance of the overall development. Finally, the article puts forward four development paths for reference.
