私人交通工具大量增长导致土地资源紧缺、环境问题突出,包括城市整体环境、交通环境、空气环境遭到破坏,故而应正视非公共交通方式之重要性,使城市环境维护与非公共交通间和谐共存。我国台湾地区台北市机车数量庞大,形成独特的"机车文化",当地通过科学规划、创新管理,为这种方便公众出行的非公共交通方式提供了合理生存之道。该文分析台北机车发展中的管理经验,并总结对内地城市管理非公共交通方式的启示。

The large amount of private transport tools have result in the shortage of land resources and the prominent environmental problems, including integrated urban environment, traffi c environment, air environment destroyed. Therefore, we should pay attention to the importance of the non public transportation mode to maintain the harmonious coexistence between urban environment and non public transportation. The number of locomotives in Taipei of Chinese Taiwan is huge, forming a unique 'locomotive culture'. Through scientifi c planning and innovation management, local provides a reasonable way of survival for the non public transport mode for the convenience of public trips. This paper analyzes the management experience of Taipei locomotive development and gives the enlightenment to inland urban management of non public transportation mode.
