类耐药性的招标采购功能退化

Weakened Bidding Role Similar to Drug-resistance

摘要 论文认为,社会过分夸大招投标的作用并寄予太多的期待导致招投标泛滥,进而引起招标采购出现类耐药性的作用弱化、效果下降。例如,招投标领域变成腐败易发多发的重灾区、招投标中哄抬价格以及豆腐渣工程屡有发生。笔者认为,走出上述困境应着力于完善串通投标的治理对策、严格控制招标的范围和规模标准、净化社会环境三个方面。 The article thinks that social exaggerated the role of the bidding and placed too many expectations lead to bidding flooding,thereby causing bidding action weakened and effect reduced similar to drug resistance.For example,the bidding areas prone to become corrupt the hardest hit,driving up the price bidding phenomenon is not uncommon and shabby occurred from time to time.The author believes that out of this dilemma should focus on three aspects,i.e.improve the governance countermeasure of bid rigging,and strictly control the scope and scale of the tender criteria,purify the social environment.
