资源型经济视角下就业问题成因分析

Analysis of the Causes of Employment Problem under the Perspective of Resource-based Economy

就业是民生之本,既关系到经济的健康发展,也关系到社会稳定和政治安全。从资源型经济视角出发结合典型的资源型经济省份山西的就业现状和相关统计数据,探析了资源型区域就业问题形成的独特机理。认为由于经济增长对资源开采的高度依赖,资源部门繁荣、经济结构持续重型化发展、创新型要素被挤出、经济发展中不确定性增加等原因,使得资源型区域面临着比非资源型区域更严重的就业总量失衡、就业结构性矛盾和严重的就业风险问题。

Employment is the basis of livelihood. It is not only related to the economic healthy development, but also closely related to the social stability and political security. Combined with Shanxi typical employment status and the related data on the perspective of resource - based economy, this article analyzes the unique mechanism of em- ployment problems in resource - based area. For highly dependent on resource exploitation, resource - based area faces with prosperous resource sector, economic structure sustained heavy development, innovative features extru- ded, and increased uncertainty in economic development. Finally, it faces with more serious imbalance of total em- ployment, employment structural contradictions and serious employment risk than non -resource -based areas.
