地方高校向应用技术型高校转型中的治理结构

Research on the Governance Structures of Local Colleges and Universities in the Transition to University of Applied Technology

地方高校向应用技术型高校转型发展的过程中,探索与行业企业合作共赢的互动机制、坚持和完善党委领导下的校长负责制、增强地方高校与社会政治经济协调发展的能力,最根本的就是探索行业企业参与的新型治理结构。行业企业与地方高校在管理中的权力分配问题、尺度问题、权力制衡问题等是当前地方高校转型治理结构中存在的突出问题。地方高校向应用技术型高校转型应设立由行业企业等组成的高校董事会、专业指导委员会、监察委员会,建立健全地方政府、行业企业等参与地方高校管理的机制,确立和完善"企业参与、党委领导、校长管理、教授治学、群众监督"的新型治理结构。

In the process of local colleges and universities transiting to university of applied technology, the most fundamental element is to explore a new governance structure which industries and enterprises participate. To explore the interaction mechanism and win-win cooperation between local colleges and universities and enterprises, to stick to and improve the system of president-in-charge under the leadership of party committee, to enhance the coordinated development ability of the local colleges and universities and the social economic ,local colleges and universities should form a new governance structure and win-win cooperation between universities, industries and enterprises. The current prominent problems in local colleges and universities＇ governance structures include： the distribution of pow- ers, the scale of powers and the balance of powers when industries and enterprises participate in the internal manage- ment of local colleges and universities. The transformation of local colleges and universities to university of applied technology should set up the Board and the Major-Direction Committee which composed of industries and enterprises; establish professional guidance committee and the supervision mechanism; establish and perfect the management mechanism between the local government, industries, enterprises and local colleges and universities;build and perfect the new governance structure of ＂industries and enterprises-participating,the Party-leading,President-managing, professors-studying, the public-supervising＂.
