能源资源合作:共建“一带一路”的着力点

Focus of Cooperation for Energy Resource of Silk-Road Economic Belt

共建"一带一路"是我国深化与大周边地区区域合作的战略构想,不仅将拉动包括中国在内的各国经济发展,也将提升沿线地区整体的经济社会发展水平。在"一带一路"建设中以能源资源(以下简称"能资")合作为抓手,不论从我国与周边国家经济结构的禀赋、社会发展需要和互补优势的角度,还是我国与周边国家已经具备的合作基础和条件来看,都是最为现实和可行的。因此,应将"能资"合作置于"一带一路"建设的优先方向,着力加以推动。而搭建涵盖大周边地区开放性的合作平台,畅通各层次的对话渠道、制定合作规则、确定务实的合作项目,则是开展"能资"合作和保障其可持续运营的重要途径。当前,推进"能资"合作既要抓住难得的发展机遇,也要妥善应对严峻挑战。"能资"合作是一个具有战略属性和长期合作的领域,既需要日积月累的扎实推进,也亟待我们去探索和实践。

Joint construction on economic belt of Silk Road is the strategic conception of furthering cooperation with greater marginal region, which not only triggers off the economic development of each country including China but promote economic and social progress as a whole along the Silk Road. The stress in construction on silk-road economic belt is set on energy cooperation, which is realistic and feasible whether from endowed economic structure between China and marginal countries,social development need and angle of inter-complimentary advantage or from cooperation basis laid between the two sides. Hence,energy cooperation should be given top priority in such a construction to be pushed ahead. The construction of platform for open energy cooperation covering greater marginal region, smooth dialogue channel at all levels, formulation of cooperation rule and decision on realistic cooperation projects serve for a major approach to energy cooperation and sustainable-operation security. At present, we need to seize rare development opportunity and cope with severe challenge properly in promoting energy cooperation. Energy cooperation is a field of strategy attribute on long-term basis, which needs to be promoted in the long run and probed and practiced.
