“两区、一圈、一带”战略深入实施及区域协调发展研究——基于山东省金融发展战略视角

Study on Promoting the“Four Regional Strategies”and the Coordinative Development with Finance——the Perspective of the Finance Development Strategy

2013年以来,山东省金融发展与区域经济协调的顶层设计和政策环境日趋完善。但是,受区域发展战略中对金融发展定位不明确、各地方金融发展战略对服务区域发展战略的要求不到位等影响,山东金融运行中出现了金融业规模与实体经济规模不均衡等问题,影响了金融与经济协调发展的水平。基于此,本文提出了"以‘两个中心’为驱动、以点连线、以线带面"的整体发展构想,以部分金融发展基础好、地理位置优越的城市为结点,构建横跨东西的横向发展主线和纵贯南北的纵向发展主线,以普惠金融为发展导向,引导两条主线的金融资源辐射全省。

Shandong financial development has met unprecedented opportunities since 2013,meanwhile,the top-level design and the policy environment which coordinated with regional economic have become perfect. However, with the drawbacks about the aim on finance development in the regional strategies and the inadequate requirement of regional financial development strategies on service regional development strategies, the scales of finance and real economy in Shandong are disequilibrium, and which cause uncoordinative development of regional economic strate-gies and finance development. This paper puts forward an overall development concept：taking some well developed cit-ies as combining site, establishing horizontal and longitudinal develop main lines, directing by inclusive finance and guiding financial resources of the two main lines stimulate the whole province.
