公路货物运输量统计方案完善与应用研究

Improvement and Application of Road Freight Transportation Volume Statistics Programme

在交通运输部《公路水路运输量统计试行方案(2014)》基础上,结合新方案在具体应用中出现的问题,以河北省为例,考虑到河北省的实际特殊情况,提出在现行方案基础上,将集装箱公路运输、绿色通道产品运输以及普通国省干线运输纳入波动系数计算范畴,并以此为基础研究了波动系数的修正方法,进行河北省公路货物运输量统计方案的完善。方案为河北省公路货物运输量日常统计工作,规范调查、推算和数据评估方法提供依据,同时也为公路运输统计方案在全国范围内的完善提供借鉴。

Based on the ＂Highway and Waterway Transportation Volume Statistics Pilot Program （2014）＂, and taking into account the special circumstances of the actual road transport, then experience and problems of Hebei Province were concluded. On the basis of the existing program, this paper put container road transport, Green channel product transport, and General national and provincial trunk transport in the calculation range of fluctuation coefficient, studied the calculation method of the fluctuation coefficient, improved Hebei road freight transportation volume statistical programme, provided a basis for Hebei daily statistics and standardized surveys, projections and data evaluation methods, and it can also provide some useful reference for the programme perfect across the country.
