西藏社会现代化转型与依法治藏的理性思考

On the Modernization of Tibet's Society and Ruling Tibet by Law

党的十八届四中全会提出了依法治国,建设社会主义法治国家的宏伟战略目标。依法治藏在西藏社会的转型中具有重要意义,是贯彻落实党和国家依法治国战略,构建社会主义和谐西藏的具体体现,是实现西藏经济社会富裕繁荣,实现跨越式发展的有力保障,是西藏持续稳定长期稳定全面稳定的需要。因西藏社会具有自身的特点,因此依法治藏的实践需要以理性认识为前提,在坚持理性认识的基础上,应把握普遍性与特殊性相统一,将依法治藏从理念上落实到实践上。

The Fourth Plenary Session of the Eighteenth Central Committee put forward the grand strategic goalof ruling the state by law and building a socialist country. Accordingly, ruling Tibet by law is of great significancein the transformation of Tibet＇s society as it indicates the implementation of the strategy of the party and state inTibet and the construction of socialist harmonious Tibet. Ruling Tibet by law is the guarantee for achieving Ti-bet＇s economic and social prosperity and realizing Tibet＇s leap-forward development, and it is essential for thesustainable, long-term and overall stability of Tibet. Because of the specific characteristics of Tibet＇s society,the practice of ruling Tibet by law needs rational knowledge as its prerequisite, and it is also necessary to awarethe unity of universality and particularity so as to practice the idea of ruling Tibet by law.
