广域京津冀一体化发展对策分析

Analysis on the countermeasures to the integration development of wide-area Beijing-Tianjin-Hebei

京津冀地区与晋东、鲁西的部分区域整合,会弱化河北省由于北宽南狭而造成的南北发展不均衡问题,据此京津冀一体化就拓展为广域京津冀一体化。广域京津冀能够在京津冀基础上,将太原、大同、济南等整合在一起,构建起"北京—太原—济南"三角形,促使城市高效互动。在广域京津冀整合发展过程中,要构建"大同—浑源—灵丘—涞源—保定—天津"与"太原—晋中—盂县—石家庄—衡水—德州—济南"两条城市链,分三个步骤进行,逐步构建"双核+双子"结构、"京津石"三角形、"倒靴型"城市体系。在不同子区域也要采取不同方式,晋东冀西区域要构建"双轴+Z带"子城市体系,冀东鲁西区域要构建"双枣核"子城市体系,在冀北区域要构建"双核+多子"子城市体系,并依此为基础进行"双层拓展"。

Integrating Jing-Jin-Ji with eastern Shanxi and western Shandong will weaken the imbalanced growth between northern Hebei and southern Hebei, which is caused by north broad and south narrow characteristics of Hebei province, and hereby the integration of Jing-Jin-Ji expands to “the integration of wide-area Jing-Jin-Ji”. Wide-area Jing-Jin-Ji can integrate Taiyuan, Datong and Jinan based on Jing-Jin-Ji. During the course of Jing-Jin-Ji integration, two urban chains must be constructed：“Datong-Hunyuan-Lingqiu-Laiyuan-Baoding-Tianjin”and“Taiyuan-Jinzhong-Yuxian-Shijiazhuang-Hengshui-Dezhou-Jinan”, and it should be divided into three steps to construct “dual-core＋ dual-children” gradually at first, then the second is to construct “Jing-Jin-Ji” triangle; the third is to construct “up-down-boot” urban system. In different regions, different countermeasures should be applied as well, eastern Shanxi and western Hebei should construct sub urban-system, that is “double-axis ＋ Z city belt”; eastern Hebei and western Shandong should construct sub urban-system, that is “double-jujube-seed”; northern Hebei should construct sub urban-system, that is“ dual-core＋ multi-children”. And on the basis of these three steps, “double extension” should be carried out.
