摘要
文章从L镇自来水供应市场化案例谈起,提醒人们关注公共产品市场化中的公共性与逐利性"双输"问题。公共性体现在政府对公共利益的维护与追求,以及公平、公正、公开的执政过程和民主、法治的执政理念;逐利性则是市场主体的本质属性,即每个市场主体都追求利益、利润的最大化。公共性与逐利性是公共产品市场化的两个根本特性,能否协调和平衡好二者,决定着市场化成败。要实现二者的协调,需要满足六个条件,同时,市场化并不意味着政府的全身而退,而是意味着政府的角色和责任更加多元、复杂和宏观。
Starting from the case of L town' s marketization of water-supply, this paper reminds people of the "lose-lose" problem of public products in marketization. Publicness and profitilty are two basic characteristics of marketization of public products, and there- fore, to coordinate and balance the two or not is determining the success or failure of marketization. At the same time, marketization does not mean that the government can retreat, but that the government's role and responsibility are more diverse, complex and macro.
