加快发展现代职业教育的对策研究

Countermeasures and Suggestions to Accelerate the Construction of Modern Vocational and Technical Education

现代职业教育改革发展面临法规政策刚性不足,管理体制不顺,办学经费短缺,校企合作低效,教育体系僵化等主要问题。加快发展现代职业教育、科学构建现代职业教育体系,要健全职业教育相关国家法律法规,落实依法治教;转变政府职能,推进管办评分离,扩大职业院校办学自主权;健全财政拨款为主、多渠道筹措为辅的职业教育经费投入保障机制;制定国家校企合作促进法,明确各合作主体责任、义务与权益;加快普职融通、中高职衔接、专本沟通、教培一体化发展。

There are some problems existed in the developing process of the modern occupation education such as the weak policy laws and regulations, limited college operators＇ autonomy, shortage of funds, inefficient college-enterprise cooperation and rigid education system. The main countermeasures and suggestions to speed up the development of modern vocational education include： improving the state laws and regulations related to vocational education; implementing of administering education according to law; transforming government function to expand vocational colleges＇ operating autonomy rights; implementing the administration by perfecting the vocational education funds investment guarantee system mainly supported by national finance together with multi-channel financing; developing national college-enterprise cooperation promotion law; confirming the cooperating subjects＇ obligations and rights; speeding up the integration of higher and secondary vocational education, colleges and universities; establishing the national leading group for deepening vocational education comprehensive reform, forming the leadership system and working mechanism at all levels.
