Co-governance by Oi cial and People:An Innovation of City Governing Mechanism——a case study ofthe Public Consultation Committee in Guangzhou

广州公众咨询监督委员会作为广州市的社会组织,为政府与市民搭建沟通的桥梁、与市民协同治理社会政治事务,其主动的参与姿态、多元的主体以及采用协商与沟通的参与方式集中体现其践行治理理念。广州公众咨询监督委员会是官民共治的一种具体实践方式,作为参考,其他城市可从营造宽松的政治氛围、提升地方经济综合实力以及培育公民社会三个方面为民间组织的诞生和发展提供土壤和环境,最终实现政府与民共治的城市治理机制创新。

As a social organization, the Guangzhou Public Consultation Committee builds the bridge of communication between the government and the citizens, collaboratively managingthe social political affairs with citizens. Its active participation attitude, diversified parties as well as participation method via negotiation and communication well reflect the practice concept of governance. The committee is a specific practice of co-governance by the officials and people. As a reference, other Chinese cities could provide an environment for birth and growth of NGOs by constructing a relaxed political atmosphere, improving overall strength of the local economy and cultivating a civil society so as to realize a city governance mechanism innovation of co- governance by the officials and people.
