Ruling the country by constitution is the first requisite to rule of law, and it requires give full play to the su- periority of the state＇ s basic political system and speed up the pace of social governance modernization. As one of the basic political system in China, multiparty cooperation and political consultation system under the leadership of the Communist Party of China is a strong arms to promote social governance modernization. It＇ s necessary to promote co- ordination of major interest and reasonable adjustments, achieve smooth and effective interest demands channels, pro- mote broad social consensus and promote ＂One Mind Thought＂ practice.
