浅析基层协商民主存在的问题及解决途径

Analysis on the Problems and Solutions of Grassroots Consultative Democracy

近年来,我国的基层协商民主获得很大的发展,协商民主的基层基础日益夯实,形成一种逐步扩展并影响整个基层治理的趋势。同时,我们也应当看到,中国协商民主的发展状况与新时期所担负的使命相比仍有不小的差距,如存在着形式化、基层群众缺乏主体意识、制度规定不健全等问题。因此,应从扩大参与范围、完善民主形式、规范民主运行等方面来推进基层协商民主有效运行。

In recent years,China's grassroots consultative democracy has made great progress and increasingly consolidated the foundations of democracy,forming a gradual expansion trends which affects the entire grassroots governance. At the same time,it's seen that the development of consultative democracy is still not a small gap compared to its mission in the new era,such as formalization,subject consciousness lack ness,imperfections in systems and regulations and so on. Therefore,it's necessary to expand the scope of participation,improve the democratic form and standardize operation and other aspects to advance grassroots consultative democracy effectively.
