摘要
1822年英国议会通过的《禁止残忍和不当对待家畜法案》即《马丁法案》是人类现代社会以法律的形式保障动物福利的真正开始。考察1822年之前的英国社会状况,探究当时的英国人何以关心动物福利,我们发现其根本原因在于观念的变革。由于人们认识到动物也能感受快乐和痛苦,人们也就应该关心动物福利。与此同时,各种社会运动也有力地推动了动物福利观念的产生。
In 1822, The British Parliament passed the "Prohibition of Cruel and Improper Treat- ment of Livestock Bill", or "Martin Act", which is the real beginning of protecting animal welfare in legal form in modern human society. Studying the social conditions in the UK before 1822, and why people concerned about animal welfare, we find the change of people's attitude is the basic reason. Since recognized that animals can feel pleasure and pain, people thought it's reasonable to consider animal welfare. Social movements were also important for producing of the awareness of animal wel- fare.
