地方新建本科院校依法治校的困境与出路

Limitations and Solutions of University Management by Law in Newly Set-up Local Universities

依法治校作为推动我国现代大学制度建设的重要途径,对高等教育的持续健康发展具有深远影响。当前,随着我国高等教育改革的不断深化以及依法治校理念的深入发展,地方新建本科院校存在的依法治校观念不强、法律制度建设不完善、监督约束机制不健全等问题日益凸显。要走出这一困境,就要通过树立依法治校理念、依照大学章程办学、健全监督预警机制等路径,着力提高新时期地方新建本科院校办学与管理的法制化、规范化、常态化。

As an important path of promoting the establishment of disciplines of modern universities in China, university management by law casts a long-lasting influence on the sustained and healthy development of higher education. In accordance with the deepening of the reform of higher education and further development of the concept of university management by law, newly set-up universities are faced with a number of limitations, such as weak awareness of university management by law, incompleteness in rules and disciplines, and flaws in monitoring mechanisms. To get rid of these difficulties, they should establish the concept of university management by law, run schools according to rules and disciplines, and complete monitoring and alerting mechanisms with emphasis on legalization and standardization, normalization.
