以德清县供电公司为研究对象，对县供电企业综合计划管理模式进行了研究．总结出“三位一体”的管理模式，即：对上确保计划刚性执行，对下提升计划编制和执行的质量，横向实现过程管控和资金管控．

Taking Deqing County Power Supply Company as the object,discussion and research on the comprehensive planning of county power supply enterprise management mode is carded out. A ＂trinity＂ management mode is summarized, namely, to ensure the execution plan of rigid, promotion plan preparation and implementation of the quality of implementation process, transverse managerial control and funds control.
