大岗山水电站库区复建公路代建制的应用 被引量:3

摘要 按照国家相关政策规定,水电站蓄水淹没的公路、集镇等复建项目历来由地方政府负责实施。鉴于地方政府在工程组织、建设管理上能力、资源有限,易带来建设工期、质量、安全、投资控制难度大等一系列问题,为保证复建工程不成为电站蓄水发电的制约因素,目前国内越来越多的大中型水电站业主采用"代建制",对建设难度大、工期紧张的公路项目进行复建。对大渡河大岗山水电站库区淹没复建公路代建制的应用情况进行分析,总结相关经验,对建设过程中存在的主要矛盾问题进行探讨。 According to the requirements of relevant policies and regulations, the reconstruction of roads and towns flooded by the water storage of hydropower station should be carried out by local governments. Because the lack of local government's capacity and resource on engineering organization and construction management will bring a series of problems on construction duration, quality, safety and investment control, more and more owners of large and medium hydropower stations adopt "Agent construction system" to rebuild reservoir roads which are difficult to construct or whose project period is tense to make the reservoir road reconstruction not restricting water storage and power generation of station at present. The application of "Agent construction system" in the reconstruction of reservoir roads submerged by Dagangshan Hydropower Station reservoir is analyzed, the relevant experiences are summarized and main contradictions in the construction process are also discussed.
