高校创业教育不仅仅是指向实践的教育,更是一种全面素质的教育,需要文化素养教育的支撑,需要社会的整体支持和不同教育阶段的有效衔接,需要文化、社会价值观、经济政策、个体行为之间复杂的交互作用。社会要构建崇尚创业、宽容失败的文化氛围。教育系统要系统化地设计和建立创业教育的文化引导体系。高校自身要建设硬环境提供物质条件,建设软环境提供引导体系,建设和运用好硬、软环境的中间结合载体,将创业文化融入学科、专业和课程,建设"专业+创业"的师资队伍和校本创业文化教材,多层面、综合化发挥文化在高校创业教育中的引领和驱动作用。

As far as the educational environment is concerned, we need to systematically de sign and build a system of cultural guidance over entrepreneurship education. As for colleges and uni versities, they should create a hard environment to give good material conditions and a soft environ- ment to furnish a guidance system for entrepreneurship education. They should also construct and use a carrier connecting the hard and the soft environment so as to integrate entrepreneurial culture into disciplines, specialties and curriculum and build a team of teachers for both specialty and entrepreneur- ship education and compile school-based teaching materials for entrepreneurial culture so as to ensure the full play of the leading and driving role of culture in the entrepreneurship education.
