县级林地年度协同变更的研究

Research on annual collaborative change of county-grade forestland

为了增强林业生产用图的现势性,国家完成了"林地一张图"建设并启动了林地年度变更调查工作。该工作需要多部门协同工作,但目前对协同业务的内涵分析不够,缺少规范的协同变更流程,数据变更效率低。针对以上问题,本研究从林业生产业务角度出发,分析了林地年度变更内涵,确定了变更类型及原因,优化了林地变更流程,开发了县级林地年度更新系统。测试表明,优化后的流程提高了林地变更效率,能满足县级林地协同变更的要求,有助于准确反映林地变化和提高县级林业信息化水平。

In order to enhance the currency of forestland maps, the state construction of“forestland information in a map” have been completed and the forestland annual change survey were started. This work needs the teamwork of many sectors, but there was not enough research on the connotation of collaboration and standardized collaborative change processes, thus leading low efifciency of data updating. To solve the above problems, the connotation of forestland annual change was analyzed and the change types and reasons were defined, and the forestland change processes were optimized, then finally the annual updating system database of developed county forestland was developed. The testing results show that the optimized technological process improved the efifciency greatly, the system can meet the requirements of annual collaborative change of county-grade forestland and help reflecting the accurate changes in forestland and promoting the information level of county-grade forest resources management.
