From Stability Maintenance to Participation:Theory Sources and Measure Studies of Social Stability Risk Assessment

介绍了社会稳定风险评估的发展历史与现状,通过具体案例的分析探讨了中国社会稳定风险评估方案和实施过程中存在的不足,并结合当前国家政策和社会发展趋势提出了建设性政策建议。进而指出:"稳评"工作的指导方针和工作程序从"维稳"的思路逐步过渡到利益相关群体"参与"的观念才是破解目前困局的根本之道。

This paper introduces the history and present situation of the so- cial stability risk assessment. With an analysis of specific cases, it discusses the problems occurring in designing and implementing such an assessment in China. The paper bases some constructive suggestions of policies on the state policies currently in effect and the trend of social development. It then points out that the guideline and procedure of the social stability risk assessment should be gradually transferred from the idea of stability maintenance to the notion of participation by those stakeholders, which is a fundamental way out of the present dilemma.
