摘要
基于住房公积金与新加坡中央公积金、德国住房合同储蓄、商业住房抵押贷款的制度比较,发现住房公积金在制度属性上更接近于互助性住房融资制度。在现行住房制度及住房金融格局下,住房公积金经过改革后大有可为,其改革的方向是转化为住房合作银行。为此,必须建立起科学的组织架构,明确住房合作银行的机构性质,建立健全住房合作银行的贷款机制、资金循环机制、增值收益分配机制和风险控制机制。
Based on the comparative study of Housing Accumulation Fund System (HAFS)with related systems including Central Provident Fund System (CPFS) in Singapore, Contract Savings for Housing(CSH) in Germany and commercial housing mortgage regime in USA, the attribute of which can be captured that gets closer to mutual housing financial system. Under the current condition of housing system and relevant financial system, HAFS may play a great role after being reformed, the feasible reform direction of which is Housing Cooperative Bank. In order to achieve such goal, the structure should be reconstructed, the characteristic should be redetermined, and sound mechanisms should be reestablished covering loan arrangements, fund circulation, value-added income distribution and risk management.
