粮食生产型家庭农场的规模经营:江苏例证

Scale Management of Family Farms in Grain Production: Case of Jiangsu Province

依据地区种粮收益、外出务工机会收益、城镇在岗职工工资水平、城乡公共服务水平等指标,构建粮食生产型家庭农场适度规模经营的三个临界点,提出低适度规模、中等适度规模、高适度规模、超适度规模四种适度经营类型。在此基础上,测算江苏省13市粮食生产型家庭农场适度规模经营的界定标准。发展家庭农场适度规模经营,应秉承"效率与公平兼顾"的农地流转指导思想,科学引导家庭农场经营项目的社会化分工,警惕部分地区农地过度流转的超适度规模经营,遏制中等适度规模、高适度规模、超适度规模的"农地非粮化"现象。

Based on the indicators of regional grain yield, opportunity return for migrant workers, urban on-the-job workers＇ wages and the level of urban and rural public service, three critical points of moderate management of food production family farm are construeted and four moderate management types such as low moderate scale, moderate scale, high moderate scale and extra moderate scale are put forward. On this basis, definition criterion of moderate management of family farm＇s for food production of 13 cities in Jiangsu province is estimated. The development of family farms in moderate scale management should be guided by ＂both efficiency and fairness＂. Besides, we need to scientifically guide social division of labor in the process of family farm management project, be vigilant against excessive flow of moderate scale management and try to curb the phenomenon of ＂farmland not for food＂ in moderate scale, high moderate scale, and over moderate scale.
