摘要
在对欧美发达国家保障性住房政策进行文献研究基础上,总结出保障性住房政策变迁的阶段论图式。并运用该模式对中国进行类比分析,在兼顾共性与特殊性的基础上,揭示出我国已经初步构建起一个以住房补贴为主、以公共住房为补充的保障性住房体系。这个体系虽然结构完整,然而可获得性较低,继续完善的速度将会较慢。
On the basis of literature research on affordable housing in Europe and the United States, a stage schema is summarized to show the change path of affordable housing policy. Using this stage scheme to explain affordable housing policy in China, we argue with the Chinese characteristics that China has built an affordable housing system, public housing as its major part and housing allowance as its supplement. However, the accessibility of this system is still low although it has an integrate structure, and fresher improvement will go at a slower pace.
