The Analysis of Decision-Making Mechanism of Multilateral Development Banks and the Inspiration for the Asian Infrastructure Investment Bank

摘要多边开发银行是一类宗旨上强调经济发展与合作,模式上注重准商业化运作的多边政府间国际组织。多边开发银行决策机制需遵循主权国家比例平等原则,坚持国际组织独立性原则,同时兼顾效率与公平。通过对比世界银行、亚洲开发银行及非洲开发银行的决策机制,亚洲基础设施投资银行决策机制的构建应在符合其宗旨的前提下,参考其他多边开发银行的经验,扬长避短,对表决权分配、决策规则以及决策机构的设置进行合理设计,发挥亚投行作为区域性多边开发银行对亚洲经济发展应有的促进作用。 Aiming to promote economic development and cooperation, multilateral development bank is amultilateral intergovernmental international organization. The decision-making mechanism of multilater-al development bank should comply with the principles of sovereignty proportional equality, indepen-dence of international organization, and efficiency and fairness. The construction of the decision-mak-ing mechanism of the Asian Infrastructure Investment Bank(AIIB) should conform to its aim and referto other banks' experiences to design the vote-allocating, decision-making rules and set of decision-making bodies. Thus, as a regional multilateral development bank, AIIB can play a due role in pro-moting economic growth in Asia.
