摘要
目前国际海事组织(IMO)对拖船完整稳性尚无统一要求,各国关于拖船的标准参差不齐,因而,国际船级社协会(IACS)拟基于欧盟项目JIP的研究成果向IMO提出新的拖船完整稳性和护航拖带稳性规则。针对这一现状,论文对我国国内法规、IACS现行拖船稳性要求以及拟提出的新的拖船完整稳性和护航拖带稳性规则进行了比较研究,并给出了实船样船的计算结果;通过对结果的分析发现:我国国内法规的拖船完整稳性要求在所有衡准中最为严格。此外,论文还基于此研究,为我国拖船完整稳性衡准的发展指出了新的方向。
As International Maritime Organization (IMO) still has not unified intact stability criteria for towing vessels and towing vessel standards in different countries are uneven, International Association of Classification Societies (IACS) plans to propose new intact stability criteria for towing and escort to IMO based on the research of the EU project JIP. In response to this situation, China's national standards and current IACS towing stability requirements are compared with the proposed new intact stability criteria for towing and escort and corresponding calculation results for real ships are given. It is found that China's national standards are the most stringent criteria. In addition, a new direction of the development of China's national standards is pointed out.
