西部基层图书馆建设研究之一:文化生态视角下的制度设计

Research on Primary-level Library Construction in Western China 1 :System Design under the Perspective of Ecological Culture

我国西部基层图书馆建设,特别是服务资源的有效供给、有效需求是涉及自然、经济、人口与社会制度环境在内的文化生态问题。探索西部基层图书馆建设的独特道路,需要将文化建设与文化生态建设相结合,培育西部具有政治、经济、文化、人口、生态等多重意义的"文明生长点"。结合西部具有地域性差别的文化模式,研究农村地区人口教育结构、闲暇消费结构、信息形式结构和信息内容结构的关系模型,建立与农村居民有效文化需求相匹配的有效供给体系是西部基层图书馆建设制度设计的核心内容。

Library construction at primary level in Western China, especially the effective supply and demand of service resources, is a cultural ecology issue concerning nature, economy , population and social system. Exploring the unique road of primary-level library construction in western region, it is necessary to integrate cultural construction with cultural ecology construction to cultivate the growth point for rural civilization which has political, economic, cultural, demographic and ecological significance. The core content of primary-level library construction in Western China lies in studying the relationship among rural education, leisure consumption, information formats and information content based on western cultural pattern with regional differences and building an effective supply system to meet rural residents＇ effective cultural demand.
