基于数据包络法分析新疆某县级人民医院运行效率

A study on a county′s hospital efficiency in Xinjiang based on data envelopment analysis

目的使用数据包络法(DEA)对新疆某所县级医院运行效率进行分析,为县级医院运行效率分析及医院管理提供参考资料。方法收集新疆某县级人民医院2007-2013年的投入与产出数据,对不同年份的经济数据使用统计局通胀(CPI)系数进行换算,采用类别差异法筛选出相应的投入与产出指标,运行效率按社会、经济产出两部分效率进行分析,结果采用DEAP 2.0软件进行分析。结果该县级人民医院2007-2013年社会效益产出效率分别为0.885、0.769、1.000、1.000、1.000、0.909、0.738;经济效益产出效率分别为0.422、0.553、0.571、0.900、0.802、0.811、1.000;pearson相关系数r=0.911,P=0.004;总体运行效率分别为0.885、0.769、1.000、1.000、1.000、1.000、1.000。结论使用数据包络法(DEA)可以对单家医院的历史运行数据进行比较,且容易排除其他因素的影响,有一定的可行性。县医院管理者应提高管理水平,调整医疗结构、管理结构、人员结构和环境结构,提高卫生资源的利用率,提高社会效益产出效率。

Objection To analyze the status of one county hospital′s efficiency in Xinjiang and to provide ref-erence for county′s hospital management.Methods The input and output data in 2007 - 2014 in one county hospital in Xinjiang was collected.Economic statistics data in different years was converted to CPI coefficient.Class difference method was used to select the corresponding input and output index and the ef-ficiency were analyzed in social output efficiency and economic output efficiency by data envelopment analy-sis.Results From 2007 to 2013 the hospital′s social benefits efficiency were：0.885,0.769,1.000,1.000, 1.000,0.909,0.738;the hospital′s economic output efficiency were：0.422,0.553,0.571,0.900,0.802, 0.811,1.000;Perason correlation coefficient r was 0.911,P was 0.004,with the overall efficiency 0.885, 0.769,1.000,1.000,1.000,1.000,1.000.Conclusion DEA method could be used to compare the history data of single hospital with fewer influencing factors.It′s suggested that the management in county hospi-tals should be updated,the medical structure,management structure,human resource and environment should be enhanced for the improvement of the efficiency.
