破解社会办医难题的政府责任研究

Study on Government Responsibility in Solving the Problem of Hospital Operation by Society

鼓励和发展社会办医是新医改的重要内容,目的是满足人们多层次、多样化的医疗服务需求,笔者通过分析制约社会办医发展的社会认可、规划准入、审批、人才、税收和补贴等方面的问题,进一步指出政府在破解社会办医难题中要承担起宏观规划和指导,营造公平政策环境和严格监管的责任,以更好的促进社会办医的发展。

To encourage and develop hospital operation is the important content of new medical reform and the purpose is to meet people＇s multi-level and diversified demands for medical service. By analyzing the restraining factors such as social acceptance,planned admittance,examination and approval talents,tax and subsidies,the authors further point out that the government should take the responsibilities of macro planning,guiding,creating fair environment w ith strict supervision and management in order to develop hospital operation by social capital.
