基于“反规划”途径进行城市生态建设——以西宁市湟水河为例

Urban Ecological Construction Based on Anti-planning:Taking Xining City Huangshui River as an Example

"反规划"途径对于科学、合理地规划城市用地、城市空间以及城市建设项目的安排起到关键性的作用,更有利于提高城市总体规划科学性战略决策的正确性和可操作性。"反规划"途径通过建立景观安全格局(SP),保护生态基础设施(EI)来进行城市规划。本文将以西宁市湟水河为例,根据对其周围湿地,绿带利用现状分析,海晏路与美丽水街之间形成别具特色的生态廊道,得出其优势之所在,但是就其利用来说仍然是存在着不足:东部绿带宽度不够、河道硬化过多、景观通廊不明确、周围建筑不和谐等种种问题。本文将依据"反规划"途径对西宁市湟水河建立景观安全格局提出若干意见和建议。

Anti-planning plays a critical role in scientifically and reasonably planning urban land, urban space and urban construction items. Anti-planning is good for improving the accuracy and operability of the scientific strategic decisions of urban master plans. Anti-planning establishes the landscape security pattern（SP） and protects the ecological infrastructure（EI） to carry out the urban plans. This essay takes Xining＇s Huangshui River as an example to draw the superiority, according to status quo of wetland and greenbelt around Huangshui River, such as the characteristic ecological corridor between Haiyan Road and Meilishui Street. However, there are still some defects in its use. For instance, the eastern greenbelt is not broad enough; the watercourse is over-hardening; the hall of landscape is not clear; and the surroundings are not really harmonious, etc. On the basis of Anti-planning, the passage gives some advice and suggestions on the construction of security pattern of Huangshui River.
