Human capital appreciation has been forming the new momentum under the new normal economic state. The development and construction of human resources is facing new opportunities and challenges in western minority areas. It is worthy of studying and probing into the innovative use of information network technology in the education and training of migrant workers,thus helping to promote the release of regional human capital dividends.
